Distributed Ledger Technology (TCCCPR 2018) Govt. Regulated Process for SMS Header & SMS template Approval

Telcomm. Regulatory Authority of India (Govt. of India) TRAI (TCCCPR 2018) has introduced DLT process for sending SMS in India.

All Enterprise and Telemarketer have to register their business, headers (sender IDs), content templates, and consent templates on any of the DLT platforms.

You can register under any of the operators like JIO, Airtel, Videocon, Vodafone, BSNL, MTNL etc.

All steps in the DLT registration process must be completed to send SMS.

Step 1. Get Unique Entity ID:

Register on any of the DLT platforms below by filling in the required information and documents and get a temporary ID. After the verification of your documents by the Telecomm. Operator, you will receive your unique Entity ID.

Note :: Please use correct mobile no & email id, as you will receive all communications like OTP & account activation details etc in your mobile & email.

Header (Sender ID) Registration in DLT

Step 2. SMS Header Registration:

There is option of 2 types of Headers you have to choose in DLT platforms.

1. Others (for SMS such as OTPs, alerts, Service SMS, Informational SMS etc.):
Add your preferred 6-character alpha headers (sender ID) in the text box > Justify the chosen headers in the description box and/or by attaching a supporting document

2. Promotional (for SMS such as offers, discounts, etc.):
Add your preferred 6-digit numeric headers (sender ID) in ‘Find your Header’ text box > Select your category/industry type from the drop-down > Justify the chosen headers in the description box and/or by attaching a supporting document

Note for header type ‘Others’:
Headers (Sender names) are case-sensitive i.e. ABCDEF and abcdef are two different sender names and can be registered separately.
The Header selected should match your entity name.

Step 3: Content and Consent Template Registration in DLT

For Videocon DLT Platform

Content Template Registration

Select Template > Add New Template
Add a Template Name
Choose Communication type as SMS
Choose the Template type of communication – Promotional / Service Implicit / Service Explicit / Transactional.
Left Consent Template (Optional)
Select a Content Category from the drop-down list
Search and select all Headers that you would want to use with this template
Add the template content in the ‘template content’ text box > Click ‘Submit’

Consent Template Registration

Select Consent Template > Add New Consent Template
Add a Consent Template Name
Add Scope of Consent
Get and enter OTP > Click Submit

For Jio DLT Platform

Content Template Registration

Select Template > Content Template Registration
Choose the Template type of communication – Promotional / Transactional / Service Inferred / Service Explicit.
Choose template type as SMS
Select a Category from the drop-down list
Search and select all Headers that you would want to use with this template
Add the template content in the ‘template content’ text box and click Submit

Consent Template Registration

Select Template > Consent Registration
Add a template name and your brand name
Add ‘Template Consent'

For VODAFONE and AIRTEL DLT Platforms

Content Template Registration

Select Template > Content Template > Add
Choose the Template type – Promotional / Service Implicit / Service Explicit / Transactional.
Select a Category from the drop-down list
Search and select all Headers that you would want to use with this template.
Add a Template Name and select the template message type – Text/Unicode
Add the template content in the ‘template content’ text box and click ‘Save’

Consent Template Registration

Select Template > Consent Templates > Add
Add a Template Name and your Brand Name
Add Scope of Consent
Get and enter OTP > Click Submit

For BSNL and MTNL DLT Platforms

Important point to be remember

Choosing template type – For SMS such as OTPs, order confirmations, alerts, service updates etc, select “Service Implicit/Service Inferred”. ‘Transactional’ category templates are reserved for banks only.

You can select multiple headers for a template. Ensure all headers that are required for the template are selected during the creation of the content template only, after template approval you cannot add more header.

According to new guidelines shared by operators, all content templates must include your brand name/complete business name/trademark in the message footer Mandatory, then only your template will be approved.

For variable in your sms template you have to use only {#var#}

one variable allowed Max 30 characters including space. If your variable value has more than 30 characters then you have to use 2 variable jointly like {#var#}{#var#}
